Ellen's Solution:

1) Legalize all drugs.
2) Make crimes under the influence as bad as crimes not under
the influence, i.e. DWI that kills someone is Premeditated
Murder.
3) Kill (as in kill) the career dangerous ones - my criteria
here is three convictions for capital crimes in three separate
incidents.
4) Put the rest of them to work.
5) Semi-sealed files - no more having to list criminal records
on job applications.
and possibly 6) Make the parents responsible for their children
until about 16 - so if the kid does something, the parents are
part of the problem and will also be 'punished'/'rehabilitated'.
This may involve notifying authorities of uncontrollable-by-
parents problems ASAP... an admission that the parents can not
control their child, transferring rights and responsibilities
to the State.
